Pursuant to Section 3 of the Municipal Code Ordinance Number 1632, The City Manager of the City of Talladega hereby declares that the water shortage emergency declared on November 19, 2007 no longer exists and the prohibited water uses are by this means permitted with the following exceptions:

  1. The irrigation of established lawns and landscaping should be limited such that no watering is conducted between the hours of 10 a.m. and 10 p.m. on each allowable watering day. Addresses ending in even numbers should water established lawns and landscaping on Mondays and addresses ending in odd numbers should water on Thursdays. Commercial accounts with different addresses can select either even or odd days. As hydrologic conditions improve, additional days will be added.
     
  2. New lawns and landscaping are exempt from the day of the week restrictions for the first 30 days after installation; however, such watering shall be limited to the minimum necessary. No watering should be conducted between the hours of 10 a.m. and 10 p.m. and is limited to new lawns and plants. Documentation to verify the date of planting shall be made available upon request. Hand watering using hoses with shut-off valves or nozzles is not restricted but should be limited to the minimum amount necessary.
     
  3. Irrigation for the purposes of watering in insecticides, fungicides, and herbicides where such watering is required by the manufacturer or by federal, state or local law shall not be restricted by days of the week; however such watering shall be limited to the minimum amount necessary and should not be conducted between the hours of 10 a.m. and 10 p.m. Documentation to verify the date of application shall be made available upon request.
     
  4. The washing of automobiles, trucks, trailers, mobile homes, campers, boats or other type of motor vehicle or equipment shall be permitted. The bucket and sponge method using a hose with a shut-off valve or nozzle is preferred.
     
  5. The hosing down of porches, sidewalks, driveways and other hard surfaces, except for health or safety reasons should be suspended unless performed by a commercial pressure washing business.
     
  6. Golf courses should water the first 9 holes on Mondays and the bottom nine holes should be watered on Thursdays. All holes may be watered between 10 p.m. Saturday and 6 p.m. Sunday
     
  7. Existing swimming pools, which includes hot tubs, spas and Jacuzzis, may be filled once during the year. A one time draining and refilling is allowed only for repairs if conditions threaten the integrity of the pool and/or its supporting infrastructure.
     
  8. Commercial nurseries are requested to limit use and only water as needed.
